The barrel has been "stubbed".  The original barrel (called a donor barrel) has been bored out and a new barrel (your choice of maker and caliber) is threaded into the stub. Some barrels never shoot like my original TC 223.   I'm not sure who invented the process but I have seen the results.  Some of these stubbed barrels are absolutely beautiful. The reworked guns are a dream to shoot. The accuracy of these heavy barrels in very good.

I have two H&R's i have a 22 hornet and a 22-250 and i love them they a simply accurate and easy to manuver i have never had a problem with either of them. But i also have been looking at buying the 204 ruger barrel and i will defenitly get a trigger job done if i get my new barrel. I don't know anyone personally that has this gun in a 223 but i would doubt that it wouldn't an awesone varmit rifle. Good luck with your purchase and let us know how you like it.
